Changes the Department of Food and Agriculture's authority from required annual fair classifications to discretionary classifications, with mandatory review of classification status at least once every 5 years.

Authorizes instead of requires the department to request advice and recommendations from fair boards of directors when making classification decisions.

Authorizes instead of requires the department to consider specified criteria including exhibition types, attendance ratios, management efficiency, and financial need when classifying fairs.

Repeals Section 4509 of the Food and Agricultural Code as an obsolete provision.
