Exempts facilities owned by federal agencies from the requirement to pay at least 25 percent of hazardous waste permit processing costs in advance.

Maintains the 25 percent advance payment requirement for all other applicants seeking hazardous waste facilities permits, renewals, modifications, variances, or waste classification determinations.

Applies the federal agency exemption only to advance payment requirements; federal facilities remain subject to full cost reimbursement for department processing and corrective action oversight.

Effective upon approval by the Governor on October 12, 2019.
