Extends authorization for Department of General Services to purchase heavy mobile fleet vehicles for the Department of Transportation using best value procurement until January 1, 2022, and increases annual spending cap from $20 million to $50 million.

Exempts San Diego Metropolitan Transit Development Board from county and city building, zoning, and related regulations, and includes it within the definition of "public agency" for county highway work.

Authorizes California Transportation Commission to relinquish Route 72 in Whittier and Los Angeles County to local jurisdictions if the city, county, and Department of Transportation agree to the relinquishment terms.

Removes motorized scooters from Class M2 license requirements, allowing operation by persons with any valid driver's license or permit without special examination or endorsement.

Permits motor carriers of property to operate for 30 days past permit expiration if they applied for renewal timely, maintain compliance, and have not received unsatisfactory terminal inspection ratings.
