Revises the definition of "service" under the Cortese-Knox-Hertzberg Local Government Reorganization Act to apply to any local agency function, not just special district functions.

Adds a new definition of "service review" as an analysis conducted by the local agency formation commission documenting and analyzing services in a geographic region or jurisdictional area.

Eliminates the requirement that local agency formation commission authorization for cities or districts to provide services outside their jurisdiction be consistent with adopted policy when responding to health or safety threats.

Requires voter confirmation for consolidations of two or more cities, in addition to existing requirements for incorporations and disincorporations.

Repeals Sections 1 and 2 of Chapter 805 of the Statutes of 2004, which imposed conditions on the City of Simi Valley in Ventura County regarding changes of organization or reorganization.
