State Board of Forestry and Fire Protection must develop and maintain a "Fire Risk Reduction Community" list by July 1, 2022, identifying local agencies in state responsibility areas or very high fire hazard zones that meet best practices for local fire planning.

Board must consider compliance with fire safety regulations, participation in Firewise USA or Fire Adapted Communities programs, adoption of safety recommendations, and recently developed community wildfire protection plans when establishing criteria for the list.

Board must post the "Fire Risk Reduction Community" list on its internet website.

Department of Forestry and Fire Protection must identify barriers to in-state mass timber and innovative forest product production by July 1, 2020, and develop solutions consistent with state climate objectives on forest lands.

Forest Management Task Force must develop recommendations by July 1, 2020, for siting additional wood product manufacturing facilities near large landscape fires (over 50,000 acres since 2005), federal opportunity zones, or areas with average household income at least 5 percent below state median.
