Exempts from California Environmental Quality Act (CEQA) the closure of railroad grade crossings ordered by the Public Utilities Commission if the commission finds the crossing presents a threat to public safety, effective until January 1, 2025.

Exemption does not apply to any crossing for high-speed rail or projects carried out by the High-Speed Rail Authority.

Requires lead agencies (state or local) to file notices of exemption with the Office of Planning and Research and appropriate county clerks when approving railroad grade crossing closures under this exemption.

Amends Government Code Section 11011 to require the Department of General Services to determine within 150 days whether reported excess state lands are needed by other state agencies.

Makes clarifying and conforming changes to CEQA provisions regarding environmental documentation filing requirements and provides that no state reimbursement is required for local program costs under this act.
