Deletes obsolete provisions relating to fund allocations made in fiscal years 2003–04 and 2008–09 from the Individual Tribal Casino Account reversion requirements.

Makes technical, nonsubstantive language changes including replacing "in the event that" with "if," "when" with "if," and "where" with "in which" throughout Section 12715 of the Government Code.

Clarifies that grants from Individual Tribal Casino Accounts "shall not" (rather than "may not") be made for purposes supporting opposition or challenges to Indian gaming in the state.

Updates terminology to consistently capitalize "County Tribal Casino Account" and "Individual Tribal Casino Account" throughout the statute.

Maintains existing framework for distributing funds from the Indian Gaming Special Distribution Fund to local jurisdictions impacted by tribal casinos through county Indian Gaming Local Community Benefit Committees.
