Sets minimum conversion factor for medical-legal expense fees at $18.75, effective upon enactment of the bill.

Requires the Administrative Director to increase the conversion factor quarterly to reflect increases in the Bureau of Labor Statistics Consumer Price Index for medical care, with orders issued within 48 hours of each calendar quarter end.

Mandates the Administrative Director assign reasonable relative values greater than zero for missed or failed medical-legal appointments and for medical record reviews associated with missed appointments by January 15, 2020.

Establishes an ex officio board of qualified medical evaluators and insurers to oversee timely conversion factor increases.

Takes effect immediately as an urgency statute to prevent collapse of the workers' compensation system due to inadequate medical evaluator reimbursement.
