Enacts the California COVID-19 Recovery Deal, establishing a legislative framework for state recovery spending that prioritizes equity, climate goals, and worker protections in response to the pandemic.

Prohibits public funds from supporting long-term projects that prolong greenhouse gas emissions or expand fossil fuel infrastructure, and requires recovery spending to prioritize zero-emission alternatives and climate-consistent projects.

Requires recovery spending to include prevailing wage standards, apprenticeship requirements, project labor agreements for projects over $500,000, income guarantees, local hiring provisions, and labor peace agreements to support worker protections and just transition.

Mandates that recovery resources target California's most disadvantaged populations and communities disproportionately impacted by COVID-19, including those with highest unemployment rates, worst health outcomes, and largest minority-owned business populations.

Establishes spending standards prioritizing American-manufactured products, "buy clean" standards for lowest-carbon materials, and "fair pricing" standards to enhance labor rights and community benefits in stimulus-funded projects.
