Authorizes candidates and their designees to view and copy nomination documents and signatures in lieu of filing fee petitions filed by or on behalf of the candidate.

Maintains the prohibition on distributing copies of documents containing voter signatures for both the general public and candidates.

Changes public access language from "may not copy" to "shall not copy" documents containing voter signatures.

Elections officials must retain all nomination documents and signatures for the term of office plus four years after expiration, with exceptions for pending legal actions or investigations.

If the Commission on State Mandates determines costs are imposed on local agencies or school districts, reimbursement shall be made pursuant to existing state mandate reimbursement procedures.
