Establishes the Office to End Homelessness within the Governor's office, headed by a Secretary on Homelessness appointed by the Governor, to serve as the lead entity for coordinating homelessness programs, services, data, and policies across federal, state, and local agencies.

Places the Homeless Coordinating and Financing Council under the supervision of the Secretary on Homelessness and reduces council membership from 19 to 13 members, with directors and secretaries of state agencies serving as voting members and other representatives moved to an advisory committee.

Transfers all employees, assets, and liabilities related to the council from the Business, Consumer Services, and Housing Agency to the Office to End Homelessness, and eliminates the Deputy Secretary on Homelessness position once the Secretary on Homelessness is appointed.

Creates the Homeless Data Integration System to collect and match homelessness data from local Continuums of Care with state program data, with protections prohibiting disclosure of health information and personal identifying information under the Public Records Act.

Requires state agencies and departments administering state programs to provide the coordinating council with relevant information upon request and to collaborate on Housing First principles, with recovery housing programs exempt until July 1, 2022.
