Requires individualized education programs (IEPs) for pupils with exceptional needs to include a description of procedures to ensure the pupil's safety in an emergency, including any necessary accommodations.

Mandates local educational agencies create and maintain an Inclusive School Emergency Plan that includes emergency safety procedures for pupils whose parents provide written consent in compliance with federal law (34 CFR 99.30).

Requires a physical copy of the Inclusive School Emergency Plan to be kept at every schoolsite under the local educational agency's jurisdiction and maintained in compliance with all applicable state and federal privacy laws.

Updates comprehensive school safety plans to include procedures for using the Inclusive School Emergency Plan, its location at the schoolsite, and identification of persons or classes of persons with access to it.

Establishes state-mandated local program requirements; provides for reimbursement of costs determined by the Commission on State Mandates pursuant to California Government Code Part 7 (commencing with Section 17500).
