Requires the Governor to submit a copy of any contract executed using moneys authorized under the California Emergency Services Act to the Joint Legislative Budget Committee and members of the Senate Committee on Budget and Fiscal Review and the Assembly Committee on Budget within 72 hours of the contract becoming final.

Amends Section 8566 of the Government Code to add reporting requirements for emergency services contracts funded through appropriations for the California Emergency Services Act.

Applies to all contracts executed with funds authorized for expenditure under provisions of the California Emergency Services Act.
