Extends authority for Los Angeles Unified School District to appoint classified employees from outside the top 3 ranks on eligibility lists when special requirements are needed until January 1, 2027 (previously scheduled to expire December 31, 2020).

Permits appointments based on special job performance requirements including bilingual ability, valid driver's license, specialized licenses/certifications, or specific gender as bona fide occupational qualification.

Applies the special appointment authority only to specified classifications including principal financial analyst, principal administrative analyst, senior administrative analyst, senior financial analyst, information technology positions, senior human resource specialist, and management/confidential positions.

Requires recruitment bulletins to indicate special requirements and appointments to be made from highest 3 ranks of candidates meeting those special requirements who are ready and willing to accept the position.

Mandates Los Angeles Unified School District to study and report to affected labor unions on the effectiveness of the selection method, vacancy rates, and time to hire for each affected classification.
