Prohibits California State University campuses from charging tuition or mandatory systemwide fees for up to 2 academic years to transfer students from California Community Colleges who have completed an associate degree for transfer.

Extends the fee waiver eligibility to transfer students who have received a fee waiver under the California College Promise program.

Requires the CSU Chancellor to distribute legislative appropriations to each California Promise participating campus to offset the costs of waiving tuition and mandatory systemwide fees for eligible transfer students.

Expresses legislative intent that funding allocations be sufficient to cover all tuition and mandatory systemwide fee waivers granted under this provision.
