• Extends the deadline for developing a standardized English language teacher observation protocol from December 31, 2021, to December 31, 2022, and extends English language development assessment period by 45 calendar days for the 2020–21 school year.

• Appropriates $266,306,000 from the General Fund to reduce outstanding minimum funding obligations for school districts and community colleges, with $133,128,000 allocated to San Francisco Unified School District and San Francisco County Office of Education.

• Allows school districts and charter schools to use 2019–20 average daily attendance for 2020–21 apportionment calculations, with provisions for newly operational charter schools and continuing local educational agencies demonstrating enrollment growth.

• Requires adoption of learning continuity and attendance plans instead of local control and accountability plans for the 2020–21 school year and extends related family fee waivers for childcare through August 31, 2020.
