Freezes the markup amount used to calculate cannabis excise tax between the bill's operative date and July 1, 2021, preventing increases during this period.

Prohibits inflation adjustments to cultivation tax rates for calendar year 2021 unless the inflation rate is negative; allows normal annual adjustments to resume in 2022 and thereafter.

Allows Board of State and Community Corrections to make law enforcement grants to local governments that ban either indoor or outdoor commercial cannabis cultivation, or that ban retail sales; previously prohibited grants to any jurisdiction banning cultivation or sales.
