Exempts activities approved or carried out by public agencies to provide emergency shelters, supportive housing, or affordable housing from California Environmental Quality Act (CEQA) environmental review requirements until January 1, 2029

Defines emergency shelters as low barrier navigation centers in mixed-use or nonresidential zones, supportive housing as defined in Health and Safety Code Section 50675.14, and affordable housing with 55-year affordability restrictions funded by specified state and federal programs

Requires lead agencies that approve or carry out exempt activities to file a notice of exemption with the Office of Planning and Research and the county clerk

Exemption covers actions including leasing, conveying, or encumbering publicly owned land and providing financial assistance for emergency shelters, supportive housing, or affordable housing

Provides that no state reimbursement is required for local agency compliance costs because local agencies have authority to levy service charges and fees sufficient to pay for the mandated program
