Requires the Department of Transportation to establish a Homeless Encampment and Litter Program within its maintenance operations to clean up encampments on state highway property and coordinate access to housing and supportive services.

Mandates the department assign dedicated personnel with specialized training and additional compensation to the program, and establish multidisciplinary teams to work with homeless service providers.

Requires the department to respond within 24 hours to public reports of encampments posted through a website link, deploy personnel teams to offer supportive services, and use best efforts to assist occupants in voluntarily relocating before removal.

If the department responds to 3 or more encampments within 30 days at the same location, the department must offer that location for lease as a temporary emergency shelter or feeding program.

Implementation is contingent upon legislative appropriation through the annual Budget Act or another statute.
