Establishes the Supporting Inclusive Practices project administered by the State Department of Education to provide grant funds to local educational agencies for increasing inclusive education practices for pupils with disabilities in general education settings.

Requires annual grant awards of $2,000,000 to local educational agencies and $2,000,000 to build state and local capacity, with minimum grants of $20,000 per agency in the first year, prioritizing agencies not meeting federal Individuals with Disabilities Education Act performance standards.

Mandates the department and Commission on Teacher Credentialing jointly develop guidance by January 1, 2022 on staffing of inclusive classrooms, case management practices, teacher preparation competencies, and related services delivery, and submit a report with recommendations for statutory or regulatory changes.

Requires the department to issue guidance by January 1, 2022 on establishing and expanding early education inclusive placements and submit a report with recommendations for changes to eliminate barriers, including potential licensure requirement modifications.

Adds a requirement that at least one member of the Instructional Quality Commission be an expert in universal design for learning and that instructional materials submitted for state adoption be evaluated on their incorporation of universal design for learning principles throughout core instruction.
