Establishes the California Integrated Community Living Program within the State Department of Developmental Services to provide deferred payment loans for permanent supportive housing for regional center clients with intellectual and developmental disabilities.

Creates the Integrated Community Living Program Fund, continuously appropriated to the department, funded by revenues from state developmental center property sales/leases and other legislative appropriations, with no more than 5 percent allowed for administrative costs.

Requires the department and Department of Housing and Community Development to develop and administer a competitive application process for loans, with funds distributed to maximize access to low-income housing tax credit projects and incentivize creative permanent supportive housing alternatives.

Mandates adoption of income and rent standards based on federal Supplemental Security Income levels and development of community integration criteria to determine the maximum percentage of units reserved for persons with intellectual or developmental disabilities in funded projects.

Prohibits use of fund moneys to supplant or backfill existing program budgets and requires establishment of an advisory committee to convene every five years to review funding priorities.
