Requires the Department of Housing and Community Development, in consultation with the State Architect and State Fire Marshal, to consider proposing building standards for seismic gas shutoff devices in newly constructed residential dwelling units, hotels, motels, and lodging houses by the code adoption cycle beginning after January 1, 2022.

Mandates the department contract with a third-party consultant to review findings from the 2005 "SB 1992 Final Report on Seismic Gas Shutoff Devices and Excess Flow Gas Shutoff Devices" to determine if issues raised have been addressed over the past 15 years.

Prohibits the department from proposing any building standard that would require installation of gas shutoff devices on existing buildings as a condition of real property conveyance.

Requires the department to provide written explanation of its reasons if it decides not to propose mandatory or voluntary building standards on this issue.

Authorizes expenditure of funds from the Building Standards Administration Special Revolving Fund for research, development, and proposal of the building standards, subject to appropriation.
