Requires that any fee levied or imposed on a housing development project by a local agency be proportionate to the square footage of the proposed unit or units.

Applies to "housing development projects" as defined in Section 65589.5 of the Government Code.

Adds Section 66001.5 to the Government Code to establish this proportionality requirement for housing development fees.

Declares that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments sufficient to pay for this mandate under existing law.
