Requires California State University trustees (and requests University of California regents) to coordinate with other educational segments before implementing new undergraduate eligibility requirements that impact students statewide.

Mandates independent third-party studies to assess whether proposed eligibility policy changes would have disparate impacts on underrepresented student groups, examining effects by race, ethnicity, income, and region.

Requires policy changes to be presented to the Legislature at least 60 days before a scheduled vote on the change.

If eligibility policy changes are approved, requires establishment of an implementation committee to develop a multiyear plan coordinating with K-12 schools, community colleges, and the other segment, with annual progress reports to state leadership.

Takes effect immediately as an urgency statute to inform students currently preparing for university admission of proposed eligibility changes.
