Prohibits the Department of Insurance from publishing contact information of insurance licensees on the California Home Insurance Finder, low-cost automobile insurance list, department website, or other publicly available lists if the licensee provides proof of a protective or restraining order issued by a civil or criminal court.

Requires the department to delete a licensee's contact information from these resources upon receiving proof that the licensee has been granted a protective or restraining order.

Applies to all publicly available lists maintained by the Department of Insurance, not limited to specific programs.

Includes legislative findings to satisfy California Constitutional requirements for limitations on public access to official agency writings and documents.
