Establishes the Computer Science Access Initiative to be administered by the State Department of Education in consultation with the Commission on Teacher Credentialing to increase computer science instruction in California public schools.

Requires the department to award grants on or before July 1, 2021 to school districts, county offices of education, charter schools, and consortia for training teachers in computer science instruction.

Grant funds may be used to increase single subject credentialholders obtaining supplemental authorizations to teach computer science, or to provide professional development to multiple subject and education specialist credentialholders to teach elementary-level computer science.

Requires at least one-half of awarded funds to support supplemental authorizations, and gives priority to applications serving pupils with limited access to computer science or those traditionally underrepresented in the field.

Grant recipients must report on the number of teachers trained, authorizations produced, new classes or instruction planned, and demographics of pupils served.
