Applies the 10% price cap to consumer food items, emergency supplies, medical supplies, generators, generator fuel, building materials, housing, transportation, and other essential goods and services during emergencies.

Allows price increases exceeding 10% only if directly attributable to additional supplier costs or labor costs, with the final price not exceeding 10% above the seller's cost plus customary markup.

Penalties for violations include misdemeanor charges with up to one year county jail time and/or fines up to $10,000, with violations also constituting unfair business practices.

Clarifies that durable medical devices, generators, and generator fuel are included as goods subject to price gouging restrictions during emergencies and public safety power shutoffs.
