Mandates local educational agencies collect completed housing questionnaires and report the data to the State Department of Education in a format determined by the department.

Requires school districts and county offices of education to post on their websites the contact information for homeless liaisons and specific information regarding educational rights and resources available to persons experiencing homelessness.

Appropriates $1,500,000 to establish three regional technical assistance centers in county offices of education to provide training and support for identifying and assisting homeless and unaccompanied youths.

Requires the State Department of Education to develop best practices and a model housing questionnaire for identifying homeless children, youths, and unaccompanied youths and post these on its website.
