Defines "designated entity" as a nonprofit organization that is a licensed managed care organization with prior Medi-Cal primary care case management contracts, contracts with Medicare as a special needs plan, participates in the 340B drug pricing program, and operates as a pharmacy.

Prohibits designated entities from using revenue from Medi-Cal contracts, Medicare contracts, and the 340B program to fund California Environmental Quality Act litigation, influence housing-related ballot measures, or efforts to influence housing ballot measures.

Requires designated entities and their subsidiaries to annually report on their websites the gross revenue generated from Medi-Cal contracts, Medicare contracts, and the 340B program, and to describe how that revenue was spent.

Makes implementation contingent on obtaining necessary federal approvals and to the extent federal financial participation is available.
