Adds Section 8209.1 to the Education Code to authorize $1,000,000,000 in funding for childcare and development services upon appropriation by the Legislature.

Funds shall be used to improve access to alternative payment programs and general childcare and development programs for eligible children and families.

Legislative findings note that 1.2 million children eligible for state subsidized childcare do not receive services due to lack of access in California.

Recognizes that quality early care and education programs support children's development and enable working families to maintain employment.
