Extends expedited enrollment timelines (15 days for receipt notice and 90 days for final determination) to doctors of podiatric medicine applying for enrollment or changing locations, consistent with physicians.

Includes doctors of podiatric medicine in the "preferred provider" and "short form application" categories for faster enrollment if they meet specified clinical and credentialing criteria.

Makes conforming changes throughout the enrollment section to recognize podiatric medicine as equivalent to physician and dental services for purposes of Medi-Cal provider enrollment and location changes.
