Requires counties to provide emergency caregivers with payment to cover reasonable travel costs for children to remain enrolled in their school at time of placement, in addition to the basic monthly care rate.

Mandates counties notify foster care providers and emergency caregivers within 3 business days of placement (or at time of placement) about eligibility for transportation reimbursement.

Establishes different funding timelines for emergency caregiver payments across fiscal years: 180 days (2018-19), 120 days (2019-20), and 90 days (2020-21 forward), with extensions possible if delays are outside county control.

Specifies that counties are responsible for the nonfederal share of costs, with state and federal funding covering 70 percent if child is ineligible for Emergency Assistance Program.

Provides that no state reimbursement is required for the mandated local program costs under the 2011 Realignment Legislation.
