Prohibits persons from concealing, defacing, destroying, modifying, cutting, altering, or physically or visually obstructing any levee, bypass, or other State Plan of Flood Control facility without permission from the Central Valley Flood Protection Board.

Authorizes the board, its designee, or local agencies maintaining levees or facilities to inspect and move physical or visual obstructions and alterations on State Plan of Flood Control infrastructure and associated rights of way.

Declares that facilities of the State Plan of Flood Control are critical public infrastructure necessary for the protection of life, property, and the economy.

Establishes that violations of these provisions are misdemeanors, with legislative intent that enforcement not result in destruction or possession of personal property.

Declares the act an urgency statute taking effect immediately because State Plan of Flood Control facilities are critical public safety infrastructure.
