Expands the definition of "autonomous vehicle" to include remotely operated vehicles capable of being operated by a driver or operator located outside the vehicle.

Defines a remotely operated vehicle as a passenger vehicle, motortruck, truck tractor, or bus that can be operated by an external driver or operator.

Modifies the collision avoidance system exemption to specify that vehicles equipped only with collision avoidance systems are not autonomous vehicles if they require a human operator seated in the driver's seat to maintain active control or monitoring.

Maintains existing requirements for autonomous vehicle testing including $5,000,000 insurance/surety bonds and Department of Motor Vehicles approval processes.

Requires the Department of Motor Vehicles to hold public hearings before adopting regulations for autonomous vehicles capable of operating without a driver present inside the vehicle.
