Expands comprehensive clinical family planning services covered under the Family PACT Program to include the human papillomavirus (HPV) vaccine for persons of reproductive age.

Maintains existing Family PACT eligibility requirement that beneficiaries have family income at or below 200% of the federal poverty level.

Adds HPV vaccine as a new covered service within the existing definition of comprehensive clinical family planning services, alongside contraceptive methods, reproductive health care, and counseling services.

Requires the HPV vaccine to be subject to utilization controls and available only to the extent federal financial participation is available under the program's existing waiver or successor state plan amendment.
