Amends Section 44011 of the Health and Safety Code to exempt all collector motor vehicles from smog check inspection and maintenance program requirements.

Removes the previous criteria that required collector vehicles to be at least 35 model-years old, have proof of collector vehicle insurance, and pass emissions standards testing.

Collector motor vehicles are now fully exempt from biennial emissions testing and certification requirements under California's motor vehicle inspection and maintenance program.

Changes apply to collector motor vehicles as defined in Section 259 of the Vehicle Code.
