Adds Section 22903 to the Government Code to establish an alternative funding formula for postretirement health care benefits for County of Madera employees.

Applies to unrepresented and extra help employees, appointed department heads, and represented employees with a mutually agreed-upon memorandum of understanding.

Requires eligible employees to have a minimum of 10 years of service credit with at least 5 years of service with the County of Madera.

Prescribes a contribution schedule where county employer contributions increase from 50% at 10 years of service to 100% at 20 or more years of service, rising 5% for each additional year.

Applies only to employees first hired and appointed on or after the bill's effective date and excludes Superior Court of the County of Madera employees.
