Extends the Los Angeles Unified School District's pilot program to use best value procurement for public projects exceeding $1,000,000 from December 31, 2020 to December 31, 2025.

Eliminates the interim report deadline and extends the final report deadline to January 1, 2025, requiring an independent third-party assessment of best value procurement projects.

Extends the repeal date of the pilot program from January 1, 2021 to January 1, 2026.

Requires all best value contractors and subcontractors to use a skilled and trained workforce for apprenticeable occupations in building and construction trades, unless a project labor agreement is in place or the entity has its own project labor agreement.

Establishes that retention proceeds withheld by the district shall not exceed 5 percent if a performance and payment bond is required.
