Exempts teacher credential applicants who earn at least a letter grade of B in qualifying coursework at regionally accredited institutions of higher education from the state basic skills proficiency test requirement, effective until December 31, 2023.

Allows credential preparation programs (or the Commission on Teacher Credentialing for applicants not in California programs) to determine that applicants have demonstrated proficiency through a combination of qualifying coursework, passage of state basic skills test components, and standardized test scores (SAT, ACT, or CSU Early Assessment Program).

Creates two versions of Section 44252 and 44830: one with the new exemptions set to expire December 31, 2023, and a second version becoming operative January 1, 2024 that removes the two new exemptions and reverts to prior law.

Clarifies that "qualifying coursework" means courses taken at regionally accredited institutions for academic credit applying toward an associate's degree, baccalaureate degree, or higher degree, excluding professional development or continuing education units.

Updates terminology from "child care" to "childcare" in existing credential permit provisions.
