Requires Senate confirmation for the initial appointment and any reappointment of the ombudsperson.

Maintains the 4-year term length for the ombudsperson position.

Shifts committee member selection responsibility from the Director to the Governor, while requiring the majority of committee members to be representatives of children's advocacy organizations and current or former foster youth.
