Mandates manufacturers post ingredient information online in an electronically readable format starting January 1, 2023, and allows use of digital technologies like QR codes to communicate required information.

Prohibits sale of menstrual products in California unless the product and manufacturer comply with labeling and disclosure requirements.

Allows manufacturers to protect intentionally added ingredients claimed as trade secrets or confidential business information, but requires they maintain justification under the Uniform Trade Secrets Act and provide it to the Attorney General upon audit request.

Requires manufacturers to update online ingredient information within six months and product labels within 18 months of changes to designated chemical lists or ingredient modifications.
