Expands the Transit and Intercity Rail Capital Program to include passenger tramway transit systems as eligible projects for funding from the Greenhouse Gas Reduction Fund.

Adds "passenger tramway" to the definition of transformative capital improvements, which must reduce vehicle miles traveled, congestion, and greenhouse gas emissions through new or expanded transit systems.

Makes passenger tramway projects eligible for funding alongside existing rail, bus, and ferry transit projects that achieve greenhouse gas emission reductions.

Qualifies public agencies operating or planning passenger tramway service as eligible applicants for program funding.

Requires the Transportation Agency to evaluate passenger tramway projects using the same criteria as other transit projects, including consideration of benefits to disadvantaged communities and geographic equity.
