Requires the California Department of Transportation to update its asset management plan by December 31, 2022, and every four years thereafter, incorporating forecasted climate change impacts on transportation infrastructure based on best available science.

Requires updates to the California Transportation Plan to include a forecast of climate change impacts on transportation infrastructure and measures to address those impacts, starting with the third update.

Requires the Strategic Growth Council's report due by January 31, 2022, to include a forecast of climate change impacts on transportation infrastructure and mitigation measures based on best available science.

Mandates that the California Transportation Commission include in its regional transportation plan guidelines a requirement that designated transportation planning agencies account for forecasted climate change impacts on transportation infrastructure.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
