Expands the definition of "employment" for unemployment insurance purposes to include services performed by individuals in the employ of their parent, child, or spouse if they are providing services through the In-Home Supportive Services program or Waiver Personal Care Services program.

Requires individuals providing services through IHSS or WPCS programs whose services are deemed to constitute employment to be treated as ordinarily employed for purposes of computing disability benefit rights and contributions.

Makes the bill's provisions contingent upon appropriation by the Legislature, with no continuous appropriation of funds authorized.

Provides that if the Commission on State Mandates determines the bill contains state-mandated costs, reimbursement to local agencies and school districts shall be made according to existing statutory procedures.

Takes effect immediately as an urgency statute to provide economic security to family caregivers during economic downturn.
