Extends the Medi-Cal benefits suspension period for non-juvenile inmates of public institutions from one year to three years, effective October 1, 2020.

For juvenile inmates (under 21 years old or under 26 if formerly in foster care), suspension ends three years after the individual is no longer an eligible juvenile under federal law, whichever is later.

Requires county welfare departments to notify the state Department of Health Care Services within 10 days of learning that a Medi-Cal beneficiary is or will become an inmate of a public institution.

Directs the department to develop and implement a redetermination of eligibility process for juveniles whose benefits are suspended, as required by federal law.

Implementation is contingent on federal approval and federal financial participation not being jeopardized.
