Requires school districts and county superintendents to provide reduced-price meals to eligible pupils free of charge instead of at a reduced price.

Authorizes school districts and county offices of education to use federal funds (to the extent allowed) and state program funds for meal provision to comply with this requirement.

Defines "schoolday" to include minimum days, state-funded preschool, transitional kindergarten, summer school, extended school year days, and Saturday school sessions.

Creates a state-mandated program requiring reimbursement to local agencies and school districts through the Commission on State Mandates process if costs are determined to be state-mandated.
