Requires the State Department of Social Services to report to the Legislature during the 2021-22 budget process on current data collection related to foster care entry and reentry for youth ages 16-21, including data from county hotlines.

Directs the report to identify which data collection types can be implemented in the existing child welfare data system and which require future upgrades, covering topics such as Structured Decision Making tool usage, homelessness status, unsubstantiated allegations, and failed adoptions or guardianships.

Extends AFDC-FC (Aid to Families with Dependent Children-Foster Care) benefits beyond age 21 for nonminor dependents in transitional independent living plans who lack approved housing for more than 2 consecutive months, for a period equivalent to the housing shortage.

Declares legislative intent to support transition-age youth accessing extended foster care services and to collect statewide data on barriers older minors face in accessing foster care compared to younger minors.

Specifies that expanded local service obligations do not require state reimbursement beyond funding already provided under 2011 Realignment Legislation.
