Excludes students who have previously earned a degree or certificate from any postsecondary educational institution from receiving California College Promise fee waivers.

Allows community colleges to designate students enrolled in fewer than 12 semester units as "full time" for fee waiver eligibility if certified by disabled student services staff.

Limits fee waivers to two academic years and requires students to maintain full-time status in each term or quarter to receive waivers.

Requires the Chancellor's office to submit a report to the Legislature by July 1, 2024, evaluating whether California College Promise funding is achieving the program's stated goals.
