Renames the Baldwin Hills Conservancy to the Baldwin Hills and Urban Watersheds Conservancy and expands its jurisdiction to include the southern Ballona Creek Watershed and Upper Dominguez Channel area.

Eliminates the January 1, 2026 sunset date, extending the conservancy indefinitely.

Reduces voting board membership from 19 to 15 members, removing mayors of Santa Monica, Inglewood, El Segundo, Manhattan Beach, and Hawthorne, and adds an appointee from the South Bay Cities Council of Governments.

Requires the conservancy to develop and adopt a watershed and open-space plan with a report to the Legislature by January 1, 2022, and adds climate resilience as a management objective.

Establishes the Baldwin Hills, Southern Ballona Creek Watershed, and Upper Dominguez Channel Urban Watershed Improvement Program for climate change adaptation and watershed restoration, administered by the conservancy.
