Government Operations Agency must appoint a working group by July 1, 2021 to develop methods for using verifiable health credentials to communicate COVID-19 and other medical test results in California.

Working group shall consist of representatives from state health agencies, health care providers, privacy groups, nonprofit technology organizations, and California-based credential service providers.

Working group must report recommendations to the Legislature by July 1, 2022 on methods and best practices for implementing verifiable health credentials while prioritizing privacy and equitable access.

Department of Consumer Affairs shall maintain a verifiable issuer registry of authorized health care providers licensed to issue verifiable health credentials, and may use blockchain technology for this purpose.

Law enforcement agencies (excluding federal agencies) are prohibited from requiring patients to show verifiable health credentials, and all existing health information confidentiality laws apply to verifiable health credentials.
